Summary of the House Committee Version of the Bill

HCS SCS SB 384 -- STOLEN LICENSE PLATE TABS

SPONSOR:  Coleman (Daus)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Transportation by a vote of 9 to 0.

This substitute changes the requirements for the replacement of
stolen license plate tabs.  Until January 1, 2009, an individual
can receive up to two sets of two license plate tabs per year by
submitting a notarized affidavit that the license plate tab or
tabs were stolen.  After January 1, 2009, an individual must
submit a copy of the police report to receive the replacement
tabs.

A license plate can be encased in a transparent cover if the
plate is plainly visible and its reflective qualities are not
impaired.

The provisions of the substitute regarding the requirements for
replacing stolen license plate tabs contain an emergency clause.

FISCAL NOTE:  No impact on General Revenue Fund in FY 2008,
FY 2009, and FY 2010.  Estimated Cost on Other State Funds of
$110,676 in FY 2008, $55,338 in FY 2009, and $0 in FY 2010.

PROPONENTS:  Supporters say that the bill will lessen the
hardship on people replacing a plate or tab in cities like St.
Louis.

Testifying for the bill were Representative Daus for Senator
Coleman; Cpt. Thomas J. Magnan, St. Louis Police Department; and
City of St. Louis.

OPPONENTS:  There was no opposition voiced to the committee.
